You’re right in that he’s really annoyed by Prussia and only tolerates him! They’re not best friends. As stated in the post, both PruIta and Prumano are one-sided on Prussia’s part. 

Although, when he was around a pre-teen age, Romano thought that Prussia was cool because of the latter’s military accomplishments and romance tales he had to share [x].

It’s unfortunate, but we still have recent content creators showing “evidence” without giving context (if it’s needed, some is just blatantly wrong) or recognizing that Himaruya has abandoned many of these harmful tropes, so I don’t think it’ll be going away any time soon.
